EDUCATION AS A COMPONENT OF HUMAN
POTENTIAL: ASSESSMENT BY REGIONS OF THE
FAR EASTERN FEDERAL DISTRICT

The article analyzes the educational potential of the Far Eastern Federal District by regions based on an assessment of population distribution by level of education received, including the use of a scoring method. The empirical base includes data from the All-Russian Population Censuses of 2010 and 2020. An analysis of the dynamics of the population structure by education level revealed an increase in the share of the population with vocational education against the background of a decrease in the share of people with general education, mainly due to skilled workers. The change in the educational structure of the population in favor of people with higher education due to a decrease in the share of the population with secondary vocational education is shown. A trend of continued growth in the educational level of the population of the Far Eastern Federal District regions is identified. The author focuses on possible negative consequences resulting from a decline in the educational status of the youngest cohort aged 15–24, and the lower level of education of the rural population, leading to increased intra-regional asymmetry in human potential development.

The author researches the educational potential of the Far Eastern Federal District of Russia on the base of an assessment of population distribution by the level of education received, as well as the education level of various categories of the population using the point method. The empirical base includes the data of the All-Russian Population Censuses for 2010–2020. The analysis of the dynamics of the population structure by level of education revealed an increase in the share of the population with vocational education against the background of a decrease in the share of people with general education, mainly due to skilled workers. The author identified a change in the educational structure of the population in favor of people with higher education due to a decrease in the share of the population with secondary vocational education. The tendency of maintaining the growth of the educational level of the population of the regions was identified. The author focuses on the possible negative consequences resulting from the decline in the educational status of the youngest cohort of 15–24 years old, the lower level of education of the rural population, which leads to increased intra-regional asymmetry in the development of human potential.
