INTERSECTORAL SOCIAL PARTNERSHIP AS A TOOL FOR MODERNIZATION OF THE FAR EASTERN FEDERAL DISTRICT HEALTHCARE SYSTEM

The article is devoted to the study of the role of intersectoral social partnership (ISP) in the modernization of the health care system of the Far Eastern Federal District (FEFD). The author analyzes the mechanisms of interaction between the public, commercial and non-profit sectors aimed at overcoming the key challenges of the industry: territorial fragmentation, staff shortage and insufficient material and technical base. The most successful ISP practices are highlighted, including the «Mobile Healthcare» project (Primorsky Krai), the «Sakhalin Health» program, and the «Far Eastern Medical Cluster» initiative (Khabarovsk Krai). Special attention is paid to promising areas of partnership development, such as digitalization of medical services, improvement of personnel policy, and implementation of infrastructure projects. The author proposes a set of measures to stimulate intersectoral interaction, including the improvement of the regulatory framework, the development of financial support mechanisms, and the creation of coordination structures. The conclusion substantiates the potential of ISP to improve the availability and quality of medical care in the FEFD, and formulates recommendations for optimizing the joint work of sectors.
