THE CONSEQUENCES OF LIBERALIZING THE ELECTRICITY MARKET
FOR THE REPUBLIC OF BURYATIA AND THE TRANS-BAIKAL TERRITORY

The article examines the features and consequences of implementing the policy of price liberalization in electricity markets within the functioning of regional energy systems of the Russian Far East. The object of the study is the regional energy systems of the Republic of Buryatia and the Trans-Baikal Territory, which have experience operating under market conditions. The information base includes scientific works, official materials from government authorities, consolidated materials from business representatives and statistical agencies on issues of electricity production and consumption. The analysis of market conditions is carried out from the perspective of electricity producers (investment activity in the electric power industry, profitability in the sector), while the assessment of the price consequences of market liberalization for electricity consumers is presented from the perspective of the population. It is shown that the regional energy systems of the Republic of Buryatia and the Trans-Baikal Territory are surplus in capacity and deficit in the electricity balance, experiencing acute demand for additional generation amid growing consumption. It is established that the application of a special mechanism – a capacity supply agreement – involves the return of investments through a long-term (increased) capacity tariff set for consumers. Using the example of the Republic of Buryatia and the Trans-Baikal Territory, the purchasing power of the population’s income (wages, pensions) is assessed, and the feasibility of implementing investment programs in the electric power industry at the expense of consumers is substantiated only with active state participation, the extent of which directly depends on the level of tariffs with an investment markup.

The analysis of market conditions is carried out from the perspective of electricity producers (investment activity in the electric power industry, profitability in the industry), and the assessment of the price consequences of market liberalization for electricity consumers is presented from the perspective of the population. It is shown that the regional energy systems of the Republic of Buryatia and the Trans-Baikal Territory are over-capacity and deficient in electrical balance, experiencing an acute demand for additional generation amid an increase in consumption. It has been established that the use of a special mechanism – a contract for the supply of capacity, involves a return on investment due to the long-term (increased) tariff for capacity established for consumers. Using the example of the Republic of Buryatia and the Trans-Baikal Territory, the purchasing power of incomes (wages, pensions) of the population is estimated and the possibility of implementing investment programs in the electric power industry at the expense of consumers is justified only with active government participation, the amount of which directly depends on the level of tariffs with an investment margin.
