SOCIAL CONTRACT AS A TOOL FOR LEGALIZING INFORMAL EMPLOYMENT
(ON THE EXAMPLE OF THE REPUBLIC OF BURYATIA)

The article is devoted to the analysis of the social contract as a key mechanism of state social assistance in the Russian Federation aimed at overcoming poverty and stimulating active actions of citizens in difficult life situations, with an emphasis on supporting the self-employed. Based on the study of the regulatory framework and empirical data obtained during the research in the Republic of Buryatia, the specifics of the implementation of the program for persons registered as payers of professional income tax are revealed. The paper identifies the significant role of social contracts in the process of legalizing informal economic activity. The results obtained confirm the need for further development of the regulatory framework and improvement of the procedural component of the program to increase its accessibility and effectiveness in the field of support for self-employed citizens.
